Hey man,
so I was very frustrated, because I had the same problem, but after 6 hours I finally fixed it.
These are the things that I did:
1. Make sure, you're using the correct SourceMod version (maybe reinstall)
2. Make sure, you're using the correct MetaMod version (maybe reinstall)
3. Use the SteamCMD GUI "Install/Update"-Feature, to make sure that your server is updated.
4. Change the clientport, as someone already said, by putting in "+clientport 27030" in CS:GO Launch Options.
5. If you checked all that, run the server and type "status" into the console. You should see the IP with the port.
6. Make sure, that you have the port forwarded via your router (just look up online "Port Forwarding").
7. Make sv_lan to 0.
8. You should now be able to join.
I think my main problem was, that I forwarded the wrong port, maybe its the same for you. And as I said, make sure sv_lan is set to 0, because the LAN option for the dedicated server doesn't seem to work for me, so you should try that too.
