If you don't care about who votekicks/bans you can change the admin_overrides to enabled !votekick and !voteban for anyone (or for donators/vips with a specific admin flag)
There's also a cvar in the stock sourcemod.cfg that choosed the amount of time between votes that can be cast.

For what game will you be needing this for? If for TF2 you can use the built-in voting system for kicks/bans instead of some plugin.

If you are talking about the stock TF2 votekick included on all servers with or without sourcemod, I hate it. I want it gone.

If I'm not mistaken, the settings for it are very "incomplete."

Before I even knew they were enabled, exploiters kicked whoever they choosed, including myself as full admin. (This of course being my fault, but still)

That being said, I'm working on modifying the built-in votekick system in TF2 to make it more like RTV, where everyone who wants to kick someone has to go to the menu and call a vote to kick them.

I thought about doing that, but it sounded suspiciously like work.

Then again, BuiltinVotes isn't really an active project any more.

It doesn't really need to use BuiltinVotes. I already have a proof-of-concept finished, but like you said, it sounds like work.

It doesn't have to, except that if I wrote it, I'd use the work I've already put into it, since BuiltinVotes already clones the standard SourceMod voting system.

The built-in voting isn't all that bad. Unless you host a few custom maps here and there. For some reason a vote can pass to change map to ctf_mach4 with 100% of votes and it will instead change to whatever map is listed next in the mapcycle file. Really rustles my jimmies.
