I am using
CS_RespawnPlayer(client);
on CSGO and I am intermittently having the same problem.

"Sometimes" the respawned bots don't move mostly when they are spawned late in the round like after 2 minutes in a 3 minute round.

But! they will start to move if I go up and start interacting with them.

Very weird and I would like to find out why and get a fix.

Since I only see this late in the rounds and I am continually respawning the bots maybe it has something to do with the number of times respawned?

I'm playing around with some code trying to figure out the same as you. If I ever found a fix, I'll post it right here

Actually this doesn't work.
I am still getting frozen bots on respawn mostly late in the round like after about 2 minutes in a 3 minute round.

I haven't had enought time to really test this but,
setting this seems to have fixed the problem with the the bots respawing in a frozen state.
