While you may be able to use it, the only official support is for the latest Steam version of CS1.6

True, it still ain't illegal to use 1.5 tho

And I have yet to say that 1.5 is illegal, so I hope that wasn't directed towards me

I guess, somebody could write the plugin for CS 1.6 and if it works then it works. Dont' ask me because I won't do it.
