Metamod:Source 1.4 (nightly builds available on the site) has support for hooking IServerPluginCallbacks functions, even if there are no server plugins loaded.

Wow just getting to this now, I get spammed with "Do not try loading Metamod:Source as a SourceMM or Valve server plugin." and SourceMM doesn't load, just by adding the hook!

One note tho, I'm hooking IServerPluginCallbacks and not IServerGameDLL, IServerGameDLL didn't have the function I needed to hook....

There's two implementations of that functionality, I was using the wrong one i.e. IServerPluginCallbacks when I should have been using IVEngineServer
