How can I get a list of all steam IDs or something and compare all clients to each other on a selected cookie?

You're probably better off using a database, even if it's SQLite.

How to suggest stuff for sourcemod? I want them to add such feature to look through steam IDs. Not to mention getting by steam ID is out of possibility.
