some ideas:

• I already saw a similar thread some months ago, search amx_reloadadmins in posts, mybe it was solved.
• metamod-P is known as instable, using the one from amxmodx.org will be better.
• also, idk what's the current HLDS version, try to update or to search for existing betas.

For AMXX, the file is recached on each map load, just like everything else is.
