1st of all nice job with the plugin!

2nd I host a GunGame server and new players complain of others having better weapons.

What do you think of adding a cvar like gg_balance {0,1,2}:

a) value 0 does nothing

b) value 1 makes a arithmetical average of the total players levels and gives it to the new player who is connecting. For example we have 3 players (A,B,C) and a 4th (D) who is joining after half a map time or so, player A has level 15, player B has level 8 and player C has level 21.
(15+8+21)/3=44/3=14.(6) =15 (the result should be rounded at 15 if 14.5 or over it if 14.4 or less rounded downwards).
So new connecting player gets level 15th

b) value 2 makes new connecting player get the lowest level on the server, with the players A, B, C, from example b) new player gets level 8th.

gg_handicap_on (default: 1) * If 1, sets the level of late-joiners to the average level in the server. If 2, sets them instead to the level of the currently lowest leveled player (ignoring bots, unless bots are the only players that are above level 1).
