how can i disable !zadmin or stop other people from using it. When i give sourcemod admin access to players they get !zadmin access!

Either override the zamin command acces to a certain flag, or use group authorization in ZR (better solution). By using groups you add people who should get access to ZR's predefined groups (you need to make groups with those names). Everyone not in those groups (even root admins) won't get access.
