Its the Hammer Editor(source sdk).
Download "Counter-Strike: Global Offensive - SDK" from Steam -> Tools tab

Here is my zprops.txt object not spawn

You can see all models for CS:Go type
listmodels in console

Also the first one I see is
models/props/cs_office/shelves_metal1.mdl

should be
models/props/cs_office/Shelves_metal1.mdl

Caps do matter just like for maps.
I installed and this plugin worked for me.
