Well since this apparently doesn't exist, here is what I'd like to see:

A voting system (I only need ban, maybe mute, voting personally) that can only be initiated by an admin or someone with a custom flag set. You can set either a hard number of player "YES" votes required to pass the vote, or a percentage of players on the server. Once a vote is initiated it will do 3 things:

1) It will notify all players on the server (via chat) that a voteban has been initiated on "SomeGuysName".
2) It will ask everyone to press escape to vote (via chat).
3) Can be configured to play a sound file of your choosing.

The vote time limit should be configurable or default to however long is appropriate. Upon completion of a successful vote:

1) The player will be: kicked and ban.
2) The ban length should be a setting that can be configured.
3) A sound file can be configured to play.

Nice to haves:

1) Works with Sourcebans
2) A setting that allows only admins or someone with a particular custom flag to vote.
