Everyone have heard the voice in cs 1.6 that say for example:

Counter terrorist win
Terrorist win
The countdown in hide n seek the first 10 seconds.

I want that voice to say something that I want. Is that possible?

Yeah. Get a voice changer and record yourself. It's not a dynamic voice, those just happened to be in the game that the developers used at some point.

You can try to manipulate the voice to say something like "3 2 1 Counter Terrorist Win". Besides that, I Doubt it.
