Mani 1.2 H-I reserved seats & redirecting

I think i have found an issue with mani admin 1.2 beta H and 1.2 beta I

i installed mani by the book as posted here several times... basically everything is working exept reserved seats & redirecting.

I have posted below code from mani_server.cfg

Im running

windows css server, tick 66, 34 slots
meta 1.1.2
mani 1.2 h
eventscripts 0.91
PTBx v1.7x1d3

Any ideas? I know mani is setup correctly.. all the files put in place and all settings seem to be a ok when i check them by typing them in console. So its reading mani_server.cfg but the redirecting part isnt applied.
To clarify, all options of mani admin plugin work exept for the reserved seats & redirecting. In stead of keeping 2 slots free the server fills up to its maximum capacity. As a result the rs players cant connect when the server is full and noone is getting redirected to my second server.
