One lovely day i turn my steam on and cs 1.6, connect to server and what is this!? my choke is 100 and its stable how this happend i have no idea SOS

not so fast

You can tweak it, your rate must be as high as possible, choke means that you have a good connection and settings for a verry bad connection
So, please test these settings and then consider reinstall if they fail:

 
rate 25000 // most important :P
cl_updaterate 101
cl_cmdrate 60 // set it equal to your average FPS !

I thought you get choke when the client can't receive all the updates from the server.
