We're getting to the limits with CS 1.6, creating new mods which could reach a bigger userbase are more difficult to make since the players want more.
Many move over to source engine, me too, you just have more possibilities there.

If DOTA2's dev tools are anything to go by, Source2 is nearly finished and about to be unleashed upon the world. Which means we'll finally (hopefully) escape the 512 entity limit (GoldSrc) and 2048 entity limit (Source) that are
really holding back mods.
From leaked sources, Valve is planning to port CS:GO, TF2, and L4D2 to Source2 after DOTA2.
TF2 being ported means that the rest of the games on the same engine will likely follow as well: Half-Life 2: Deathmatch, Day of Defeat: Source, and Counter-Strike: Source (although they might skip this to encourage CS:GO sales).
