There is another example in JavaScript but i dont want to post it as i might confused you.
Doing this has no straight path. That why i ask for your HTML earlier.

P/S: If you just start learning HTML, do the first example so you know which belong to which.
P/S2: I prefer the second example for convenient and it look way better.

OK I couldnt take a fullscreen screenshot with Geforce Experience because the size was 2mb and the limit for it here is 97kb so i will send a link through Steam instead and the screen size is
2560 x 1440

This is what i have come up so far. I m a terrible graphic designer.

For the long long long long text, show me how you want the text to appear line by line..
I can't compose that for you unless you want a broken ugly speech.

Alternatively you can do it yourself like example below. See the <br> tag end of the line.
It mean break the line there and the next text will appear below it.

OK im sorry about all of this. All I wanted was a scroll wheel for the MOTD nothing else. So with that said can u tell me how to have the scroll wheel in the MOTD of L4D2 with nothing fancy like basically what u type in MOTD with just the scroll wheel so a large amount of words can be used.

Open the file with Notepad++ so you know what i am saying.

make sure the picture at 800px X 400px and fully compressed so you can save download data for your client.

modify -
max-width: 600px;

-first width is your "My Awosme Server" width.
-second is your long long long long text width.
-the last overflow-y:scroll; attribute is the magic doing the scroll which is targeting the "my_content" class.

OK i figured it out its not your MOTD thats the problem its my MOTD doesnt update in real time like when i modify it and restart the server it doesnt update like it retains an old version which was confusing me. do you know why this would happen? i checked motd.txt on server location and in cfg line of game server interface it has the code of your new one but when i need to modify it to make it better for the server it doesnt update in real time after i restart the server after changing the motd. but ingame it retains an older outdated version. do u know how to get it to update right as soon as u change it and restart the server?

Of coz the motd will work, i just don't have the actual size.
I know what i am doing and i have done many website myself.
I even show you my browser screen shoot showing the html on top right
and css properties at bottom right accompany with tutorial 101 for 10 years old kids.

If you want to modify it with your own taste, do it like i did.
Your browser at empty space anywhere,
right click > inspect element(Ctrl + Shift + I) > toggle device toolbar TAB(smartphone and tablet icon). Set the size there.
Every time you change something just hit the refresh button. Just make sure the file rename mymotd.html

To answer your question, inside your server.cfg put this.

the motd file name must be mymotd.txt and should be inside the same directory as the server.cfg.
Never use motd.txt as every time you do update the server, motd.txt file may be overwritten. Best to use your own custom name.

OK i just tried putting it in server cfg and in server.cfg folder area it did not work. also i dont have an HTML for this. Im sorry for the hassle i didnt expect to just get a scroll wheel for MOTD to be this bad. u dont have to do the fancy background and such i just need a scroll wheel for standard MOTD of L4D2 Basically this:

but with a scroll wheel, and a scroll wheel alone. simple MOTD like that doesnt have a problem persisting for me in l4d2 and when i update my 2 servers i just copy paste the info back into the command line so there really is no problem.
