Just download file KillStats1.1.1Translations.zip from first post and unzip it in this folder [YourServerFolder]\cstrike\addons\sourcemod\translations and set de in this string "ServerLang" "de" in this file core.cfg from this folder [YourServerFolder]\cstrike\addons\sourcemod\configs
And maybe you must set this parameter to "AllowClLanguageVar" "off" if you want only DE language on server.

All sourcemod plugins install simple. Copy needed files to the corresponding folders. For example: download file KillStats1.1.1.zip from the first post, unzip it and look the structure of the folders... Open your server folder, find mod folder (in our case it cstrike) and copy this files.

But I have a problem. If any player will change "!killstatsoptions"-display stats, then the all players is changing. How do I fix this?
