he has been using the demoman script (mentioned above)
on our servers and other servers for the past 2-3years
without being banned until today.

Could this have been a false positive?

Wait, so he admitted he used a script which has this in the description "NB! This script may be illegal on some tournaments[etf2l/esl/.etc]" ? I don't see a problem here. And a simple sv_allow_wait_command 0 would boot him instantly, anyway.
