Wondering how can i run 2 instances of hlds on a linux box using different ports without having to puchase additional IPs.

Yes you can just add -port to the start up command line

In addition to -port, I recommend -strictportbind will force the server to die if it can't bind to its port... helps to avoid accidentally starting more than one copy of the same server.
