Personally I think doing something like that would be over the top. If a cheater is on your LAN, just don't let him back on. Why the hell do people need the ability to ban others on their LAN anyway? I mean you can just walk over and tell him to get the hell out of your house/cyber cafe. If he's on the internet, ban by Steam ID and you won't get any false positives. If he comes back with another account, ban that too.

The cmdacccess.ini only lists commands that require ADMIN_ADMIN to use. (Basically anything that non-admins can't use.)

It does not register ADMIN_USER commands.

What about this? Since 1.77 branch was renamed to 1.8, then shouldn't it get removed/updated/merged or something like that?

Not necessarily... Since the release was reversioned to 1.8 after those changes were planned, there isn't really any reason to remove them...

well the problem is this is a city LAN provided by my ISP & not all all cheaters but all have dynamic IP's

Yup I am & it's called RDS (Romania Data Systems)

We have:
-dynamic IP's (PPPoE) on external internet with 50mb/s with all main cities
-private static IP's (but its changeable very easy ) on a City LAN also with 50mb/s

so if a cheater is playing on the city LAN i can't ban him by steamID

if i had a cafe or something i would personally cut they're fingers!

That's... pathetic. Well, unless you decide to ban them by local IP, there isn't much you can do.
