OciXCrom has 2 solutions for you.

Solution 1: Use OciXCrom's Become VIP plugin and set it to give the required flags on X kills
Solution 2: Use OciXCrom's Rank System along with the CRXRanks: Flags per Level addon for it and you can have multiple flag rewards on X kills/XP/levels
