the wear on this plugin works by taking the default skin wear. So, because the default T/CT knife is around the FT wear, all the knife skins look beat up. Is there any way to make it override this option and make every chosen skin factory new?

The !ws plugin isn't support here anymore since it violates valve's server guidlines.
However the netprops that are being used are within the code, try fiddling with the one that mentions 'wear' or something along those terms.
