Those links are from BEFORE the scout update. i used those and it worked for me...where is says something like "you are using the out of dae gamefile....download it here". That was released before the scout update.

Is there any way to give the player the "proper" flaregun?
Each and every time I give the player the "tf_weapon_flaregun", it will look like an engineer's pistol, shooting flares!

No that's how it's set in the scripts folder, you could always edit that but it would be clientside

Linux offset for GiveNamedItem is 417. For Windows, you're on your own, heh.
