Basically, yes. Though more advanced, and it's modified version of Pawn is faster than the Pawn used in AMXX.

FPS client side has little to do with FPS server side, and the lag issues all depends on your game server, bandwidth, hardware, though faster does mean better load times and more efficient processing of functions.
