You can still do it. But you need an http server with php handling fastdl requests, then redirecting to the right dropbox url using their API to find the file link. I don't know if HL1 download follows 301 http redirection, if not you will have to download the entery file to the http server then send it to the client. I think it won't break any hosting ToS since you are not saving downloaded files.
