my question is as follows: if there is a way to modify the players scoreboard.
In particular to add new columns and rows. For instance a kill/death ratio?

how then valve modified scoreboard? when i connect from old version to my latest hlds server then i see hp/money depending on cvars but without column headers

Are you asking how the company that maintains the source code of the game is able to change their the game?

scoreboard depends of client-side. you can change it only if you make a non-steam game with your changes.
