you did not 'add' it correctly.. you are missing files, those files did not get packed into the bsp... I'm assuming csgo game? you should use the workshop..

After changing the files in the / resource / overviews directory from de_dust2 to de_dust2_v2 still does not show radar, maybe someone else has an idea

Files that have a renamed name
de_dust2.txt -----> de_dust2_v2.txt
de_dust2_radar.dds ------> de_dust2_radar_v2.dds
de_dust2_radar_spectate.dds -------> de_dust2_radar_spectate_v2.dds
