Try removing all non-essential plugins first, and then add them back one by one until you find out what one is lagging. There's really nothing we can do you have plugins in there that look suspicious and we dont have the source to (i.e.: "yy.smx")

Leave it for 15 mins or so with a full server.

sm prof stop
sm prof dump

Then you can take a look at the plugins / functions which are taking the most time per tick, generally the ones which stand out / have very large numbers are the ones you should be worrying about.
