Possibly finding out how updater contacts a server to find plugin updates, use that method for sourcemod to contact the teamspeak server, use special server side scripting to handle sourcemod's request and convert into teamspeak message, use the same script to have it post to the channel.

Now that would be alot harder especially if there is no way to direct voice sound from server to server. Normal Chat server to server would be easier.

Ashirkin has a voice hook extension for metamod, although I am unsure of its capabilities. And I know you can listen into a server using sourceop. But I have no idea how to connect the dots.

There's another thread about a plugin that used to do this. Apparently Valve changed something that intentionally broke it.
