There are tutorials for pretty much anything you can think of. Between reading through those and looking at existing plugins that do something you're trying to figure out, you can teach yourself.

If Bugsy has enough time, I plan to use it to create a permanent ban system for the base builder mod.

There is a ban on construction in the mod, but it is not permanent and after the map is changed, the restriction will be removed
