Been a long time

I need some help regarding a website project using Wordpress and the ""elementor"" editor.
the website is a public documents hub/gallery of (.pdf .doc) files that front-end users can contribute to

- front page displays a grid of latest (or most popular) additions by the users.
- search bar with filters, documents have categories and tags
- users can submit their documents, once approved they will be automatically added to the database.

Now the problem I don't have time nor enough knowledge to build plugins from scratch, and there are zillions of plugins out there that don't have all these features or have way too many.
could you folks help me select a set of plugins that at least I can start with. maybe add some custom code to them if necessary.
