Have problem with port...

Is your Server and your client on the same OS? Maybe your client is taking the port of hlstats?

Other suggestion:
Try to disable your firewall and see if it is running.

IF it is running then your firewall is blocking something

EDIT:
Check if something else is blocking Ports. You have not posted OS so google your self how to check
