Sorry, i must say that your idea is not good. It is auto responder, and people from different countrie's will want to change the phrases to their own.
Will someone bother openin .ini ?
Will someone bother editing .sma ?
Thats why ML is there - for non editing anything.
Plus im not too much of a coder with .ini, you need to specify
paths to it and so on, you must make it read from file etc, etc...

I must agree with both of you. Reading from file is useless and ml is useless. I would make cvar for the messages:

amx_connect_msg "%name% connected"

That way people can choose their own messages and translate it to their own language if they want.

Fail. My sorts people into bots, players and admins, has cvars to enabled only welcome message, or to disable plugin. Samely has ML, and mine is way better version i believe.

What about mysql version where admin with chat flag can set him welcome text?

why did you mentioned mysql? cvars and mysql are nothing alike. i believe i will make cvars, lots of people suggest that. BTW: hi, were from the same country
