First of all, I know nothing about csgo modding and don't know if this is even possible... apologies if it isn't... but...

MOTDs were really important for people that used advertising to make money to keep their servers going. I am really disappointed that Valve removed the MOTD feature. I, and I am sure many others, would be highly grateful if someone could make a plugin that brings back the MOTD.

AFAIK, not possible with the Panorama UI.

The only option you have is by the "Server Button" which is in scoreboard.

Edit the motd.txt located in the csgo folder with your website link, which will open from the Steam overlay.

(Not sure if it is well explained though).
