Try steam support. This is an issue with payments and I doubt they'll ignore it if let's say 100 players complained. Here's a quote you can use:

Can confirm by some players, after buying prime they reinstall CS, then they are able to join the server.

Signing out and back into Steam might be enough, that would refresh the apptickets as well I believe.

After speaking with some of the players, I can confirm this confirmation.

I'm using the plugin provided on this topic since I want to bypass VIP access, although players without prime and VIP are now joining the server.

Edit: I believe it's something with my SteamWorks. Sometimes it works, sometimes it doesn't.
