add -tickrate 128 in your command start line.

You also need to set up your client to take advantage of the rates as well. Not sure the server will set this for you. In fact, I am sure it will not.

After you have added -tickrate 128 to your start up parameter. Add the below settings to your config file which will force the clients to connect with full 128 tick rates.

sv_maxrate 0
sv_minrate 30000
sv_maxcmdrate 128
sv_mincmdrate 128
sv_minupdaterate 128
sv_maxupdaterate 128

fixed, don't go under rate 80000. csgo take a lot bandhwidth.
And not need set maxupdate/cmdrate, it will follow -tickrate value

i need a good server.cfg for my csgo server with no lag and good ping etc, i wand to play csgo clasic like 1.6 server, i mean like clasic cs 1.6 , what mod i need to chose? Because in my control panel i have this options:
