[REQ] Spray tag tracking plugin

Basically again what MANI has built in, a plugin that allows admins of Sourcemod to track a spray of a player and if it's a bad one through a menu allows the admin to slap, slay or give warning with a beam to the spray.

A large number of these new [REQ]s you posted already exist... and a bunch already fulfilled.

This one is on my docket to add though. I need to make a small addition to SDKTools and it'll be done, hopefully in the next week.
