I cannot replicate this issue. I have the CVars set to what you have and it will not allow me to buy a third nor does it drop it when I try to buy a third one.

What values are set for the following:

ammo_grenade_limit_default
ammo_grenade_limit_flashbang
ammo_grenade_limit_total

Can you please add flag custom 6 please and fix number max buy items,

because i put vip can buy max 2, and they can buy 6 per round... ?

You can set it to that flag on your own. Taken from OP:
*** You can override the flag needed for VIP by utilizing admin_overrides.cfg and assigning whatever flag you want to "gp2_csgo_vip"

And the max is working - you must have another plugin messing with purchasing or restrictions. Running a vanilla CS:GO with only the default plugins for SourceMod and this plugin works just fine.

i have big bug, i put all condition and ppl when thezy buy, they can buy and drop Nades on the floor

eemple : player are allow to have 1 nades per types, and if u spam (buy) he will see nades on the floor...
