Yes its hosted off my pc. I only have one pc so I host it off my pc while I use for cs but now its even lagging with my self only in server. but im not sure now because i re-installed my cs last nite. ill see if it works "lazyfuck"

sv_maxrate 0 is perfectly fine the only thing I would consider problematic is forcing a non-default sv_minrate as it doesn't always work out the way people think it does. There is no need to include either of these two settings in your server.cfg unless your server has very little bandwidth to work with or if you believe the Valve defaults are not adequate in your situation. Most server.cfg guides you'll find on the web are more or less copies from old cs 1.6 tutorials where players (and server admins) already knew what client/server rates to use/set for reliable gameplay. As time went on Valve kept updating their games to take advantage of faster computers and faster broadband but the server.cfg guides remained static. Don't rely on them or people who purport to know what 'the best' settings are unless they are able to provide tangible evidence to backup their claims.
