How do I set default value for a Cvar?

For Example, in the deagle power plugin, "deagle_power_shake" cvar is set to 1, when I change it to 0, it changes for the time being but when I close and re-open the game, its value automatically sets to 1.

Plz Help... how can I fix this?

server.cfg or amxx.cfg

amxx.cfg is executed with some delay after map change, then per maps cfg files are executed, after amxx.cfg

Open amxx.cfg and add "deagle_power_shake 0"
