You will need to know this process to limit or grant access to commands on your server. Take the time to learn it.

Short Answer:
If the command is '!parachute' and your VIP flag is 'b', then edit your /configs/admin_overrides.cfg file to include:

default parachute must be set for this plugin and it is for everyone,
if there is no parachute set for all, plugin will not work
