This is a probleme from Valve and for long time. Go and make a petition

I don't understand how it works.. can some body help me with configuration? Can i set water effect only for admin player or vip users, other players must have a default..

I put "drapi_smokegrenade_colors_mod 1" in server.cfg but its still 0, why?

Because the plugin creates its own config file.

Code:

AutoExecConfig_SetFile("drapi_smokegrenade_colors", "sourcemod/drapi");

Which are most of the time, if not always, in the MOD/cfg/sourcemod folder.
