#if you go in 'include' open libraries and check for if functions else you can go here.

Those are pre-processor directives. You can find them in Pawn Language Guide at page 116.

Additionally, AMXX has implemented some more for a more powerful module loading system. You can read about them here.

Aaa, he talks about pre-processors, i was thinking he talk about condition-natives like is_user_alive,
