No at the first one, Nextra. I'm not sure about the second one but they should definitely not be able to hear the other team talk while being dead.

I'm not talking about cross-team talking but dead people definitely can hear the alive people talking via voice. As far as teams are concerned - sv_alltalk is of course obeyed.
