HLDS and AMX Mod X are both free online. You install a server with SteamCMD. You can then download AMX Mod X 1.9 from here. You can find many plugins here on these forums.

Never run an executable that some random person might give to you. Install everything from the original source as linked above.

I want someone who knows what they are doing, I remember doing this and I failed miserably . I'll pay you if you want just make a server for me.
