Is there an plugin that block Floods?
My Freind's server is getting flooded a lot and I want to help

Tell your friend to make sure his server is steam only and fully updated. A lot of flood issues were fixed with the latest updates.

Hmm, if your server gets DDoSed there is not much you can do against. Ask for DDoS Protection at your hoster, if you have Shell Access to your Server install Fail2Ban.
