[Sourcebans] With php 5.2.17?

Is there a way to install sourcebans with php version of 5.2.17?

Yeah. I'm going to go out on a limb and say you tried it, and it didn't work.
So, what's the problem? Also what version of SB?

When i set up the sourcemod by the link mydomain/mysourcebansdatabase/install
I click next and then the system requirements are 5.3 and i got 5.2.17.

There is no way to install sourcebans 1.4.11 on any PHP version lower than 5.3. The error message itself is plainly telling you that. You'll have to update your version of PHP in order to install.

That's not entirely true, there is a way and he can try it. As there are very little changes from 5.2.X to 5.3.X that would make it not backward compatible.
Just change the index.php in the installer folder, line 24, from 5.3, to 5.2.

But again as mentioned, you should really just update.

I'm searching sourcebans that agrees for php 5.2.17...
I got installation and all but system requirements for 1.411 is php 5.3.
