The native SBBanPlayer does not seem to check whether there are already existing ("overlapping") bans, so yes, I would say it is a problem with SourceBans' native.

In my memory, using such as IsPlayerBanned[client] to circumvent this isn't the right way, as it might cause side effects when player indexes are reused later on.
