I put in my server.cfg this :
//sv_rcon_banpenalty <mins> Number of minutes to ban users who fail rcon authentication. Default: 0
sv_rcon_banpenalty 43200

//sv_rcon_maxfailures <0-20> Max number of times a user can fail rcon authentication before being banned. Default: 10
sv_rcon_maxfailures 3

//sv_rcon_minfailures <0-20> Number of times a user can fail rcon authentication in sv_rcon_minfailuretime before being banned. Default: 5
sv_rcon_minfailures 2

//sv_rcon_minfailuretime <1-seconds> Number of seconds to track failed rcon authentications. Default: 30
sv_rcon_minfailuretime 3

The user changes of 3 failed attempts.
And that message continues... How do i resolve this?

There is nothing to resolve. Some guy tries to get rcon from your server. If you check the logs you can seet that they try normal words or abreviations. Simply choose a secure password and let them play with their toys.

Add line

addip 0 193.106

to banned.cfg (create the file if you dont have it yet)

And add line

exec banned.cfg

to server.cfg if you dont have it yet.

Plus is, you`ll get rid of this bruter, minus is, you will block about 65000 IPs.
Every time, you can delete this line, so this operation is fully reversable.

Afaik hlds does not support subnet bans.

It does support, but you can't enter mask, so you can ban only /8, /16 and /24 networks
