Look at the first post. They are getting client not connected error while using only IsClientInGame.

That's not what's causing the issue, read what Bacardi wrote and read what HarryPotter wrote in post #6.

IsClientInGame does verify IsClientConnected.

i found the cvar "sv_quota_stringcmdspersecond", increase it can allow more commands from a client per second, to avoid they get kicked, but i'm not sure about its side effects.
